People / Process / Technology
All three resources in balance make for an efficient solution.
Where imbalance in one resource occurs, the other resources must be over-supplied to maintain efficiency. In other words, if there is a shortage of People resource, this can be compensated by better Technology and/or more efficient Process. Conversely, lack of Process can be offset by having sufficient People and Technology and lastly, where the optimal or necessary Tools/Technology cannot be justified, this too can often be offset by having sufficient - and sufficiently skilled/refined - People and Processes.
Where I have repeatedly encountered companies floundering and failing, is in not having sufficient of two or even all of the required resource mix, yet still trying to deliver efficient solutions.
When two or three of these resources are lacking, what suffers is time and quality of the deliverable
